I'll point out that in the post you linked to even Soglin admitted:
"The Badger state did poorly in openness, government and fiscal policy, and business incubation."
Plus, our ranking of 16 out of 50 translates to a percentage placement score of around 68. Does that sound like something to be satisfied with to you?
